    Simple fix, add that to the survey. "How many turkeys did you harvest with extra sets of tags?" Would only take a couple folks answering to get a sampling for accurate overall picture.
    Adding more rules always fixes problems.

    If DNR could be like private enterprise and select best value vendors instead of cheapest things would be better. When competition is lost value suffers. Government agencies and regulated industries seldom provide the best value to customers.
